PUTRAJAYA – The Ministry of Home (KDN) will conduct large scale integrated Compliance Operation codenamed Op Patuh nationwide led by the District Police Chiefs (KPD) beginning tomorrow.
Each KPD will be given the power as the operation commander to coordinate the effectiveness of the operations by focussing in Selangor and Kuala Lumpur.
Home Minister, Datuk Seri Hamzah Zainudin said, the Coordination Meeting of the Full Movement Control Order (MCO) SOP Compliance Enforcement Committee (SCEP) that was attended by 23 representatives from the ministry and enforcement agencies had decide to carry out another large scale Op Patuh nationwide.
“The mega Op Patuh would involve a more drastic strategy, not only involving stricter inspections and thorough compliance but it would also utilise strategic assets such as helicopters, drones, static and mobile roadblocks.
“Usually, when we enter from the front door, those who love to violate the SOP will use the back door but their movements will be monitored using drones and helicopters by various enforcement agencies, especially involving the two states in Selangor and Kuala Lumpur which reported high number of cases,” he said in a special news conference today.
According to Hamzah, the SCEP also fixed several Key Performance Indexes (KPI) on the KPD who would be acting on their own in carrying out the Op Patuh.
They will provide live report to the ministry and it would be coordinated by the Royal Malaysia Police (PDRM).
Therefore, besides roadblocks, they will also be in charge of raids and inspecting factories with the help of local authorities (PBT) who manage the operation at restaurants and eateries.
Meanwhile, the Ministry of Domestic Trade and Consumer Affairs (KPDNHEP) will be responsible in checking business, distribution and retail premises.
Hamzah also said that the measures are taken to ensure the effectiveness of Op Patuh nationwide without the redundancy of inspections on the same day.
The Larut MP also said that the ministry will work with the state government secretariat to monitor and control public movements in Selangor and Kuala Lumpur.
“We will request for a mapping of the hotspots with high number of factories and staff accommodations in KL and Selangor. The Op Patuh will get information from the map and complaints received from Facebook, War Room and intelligence information from enforcement agencies such as the special branches to take actions on the complaints,” he said.
On a relevant development, Hamzah said that the recalibration programme is aimed to register and clean out illegal foreign workers (PATI) and to vaccinate them to reach herd immunity.
Nevertheless, based on the intelligence from the authority, they found that many PATI have been abused by their employers.
Thus, the mega raid would ensure no one is abused, including the foreign workers.
“For that purpose, the Op Patuh would ensure more arrests on the employers based on the testimony from the foreign workers who said that some of their Covid-19 positive friends were not quarantined.
“We have compiled all information and we will arrest the employers for they not only committed an offence but they also abused their workers.
“We are not satisfied as the numbers are not decreasing. Who is at fault? Scientific data shows that the clusters started from hostels, factories, businesses, thus, we need to do something to stop the problem.
“I am truly angry with the employers and factories. You do not come out but you ask other people to work and commit offence… have pity on those who truly comply and stay at home,” he said.
Throughout the MCO SOP inspection from 1 until 28 June, 744 PATI have been arrested over various offences by the Immigration Department through 169 operations nationwide.
Meanwhile, from 25 until 30 June, over 125,000 factories, workers accommodation and business premises have been inspected. 602 compounds have been issued on factories and business premises, meanwhile, 60 premises have been ordered to close over the violation of SOP and MCO. –MalaysiaGazette
